Best way to get a profile photo??

What is the best way to get up a profile photo? I know I need to shrink it and post it somewhere I can link to. Can someone hold my hand through this. I wasted about 2 hours trying to do it. I've been offline for a year and things have changed and I've forgotten where resources are. HELP!!!! :-)

OK, I at least got up a blog, but I don't know how to link to the picture as I don't know where it is stored and it's too big right?
