Is it OK to store whole wheat in a 5-gallon bucket without a bag liner? If not, what are the bag options? Can it be vaccuum sealed in Foodsaver Bags, put in ziploc bags, or are mylar bags necessary?

If the bucket is clean, and never had any nasty chemicals in it, you can just store the wheat in it with a tight sealing lid, and it will last for years as long as you keep it in a cool, dry place. A lot of people go nuts trying to make the grain last a squllion years and survive a nuclear blast, etc. And there's nothing wrong with that if you intend to prep for a decade ahead or so. But as long as the grain stays cool and dry, it will last several years without all that extra effort.
Of course, someone else might post after me disagreeing. And I don't intend to insult anyone or tell someone they are "wrong" for doing more to keep it longer. But God made wheat wonderfully storable all by Himself.

You can store it in a food grade five gallon pail with a tight fitting lid for a very long time as long as it is in a cool, dry area.
