Building a small pond

I want to build a small (wading pool size) pond with a drain for our ducks this summer and am not sure what the best way to do it is. Most ponds are just lined with fiol, but then I couldn't put a drain in, right? If I make one out of cement, does it need to be impregnated somehow so the water won't seep through the cement? Any other ideas?
