High-altitude rust remover

I am going to be sprucing up my windmill next week and need the advice of someone who knows about effective rust removal. As the windmill is mounted atop a tall tower, I don't want to do this more than once. I have had fair luck with "Rust Resolver", "Naval Jelly" and "Ospho". They were OK for light work, but often required more than one application followed by a wire brush. Something that didn't require a lot of wire brushing would be nice. Any suggestions will be appreciated.

Is it surface rust or rusted through. Krylon has some newpaint that just covers and stos the rust. There is some type of chemical reaction that is above my paygrade to understand but it does work have used it on some metal around here suchas lwan chairs, trailer etc
