I was wondering how the Tokarev would do as a SHTF weapon. The 7.62x54 is bigger than the 7.62x39 but the gun is four times as expensive as a SKS. Which one?

I tend to think in terms of more, cheaper guns rather than fewer, more expensive ones. I would look at it as how one guy with a Tokarev would stand up to four guys armed with SKSs. Another point is that if something breaks, you're more likely to find a replacement part, and accessories.

Looking from a different angle, the 7.6X54 would be better for deer hunting and more powerful for long range shooting. And, you might better appreciate something that is better made than your typical SKS.

You are the one to best decide which works best for you. The choices I would offer are, if its going to be your primary gun used for everything, including big game hunting, then get the Tokarev. If it's going to be just another gun that you'll shoot when you feel like it, get the SKS.

Remember to stock back plenty of ammunition anytime you are using a non standard caliber. Non standard would be any ammo dependant on import.

The Tokarev rifle is a neat old beater with a lot of history. It shoots well and is reliable, as long as it is kept up well.
The Russians hated it soon after issuing it because they couldn't get it to operate, and they abandon it wholesale. Advancing Germans who were ill supplied due to slow transport through the mud, picked them up and found they were perfectly serviceable once cleaned properly and cared for. Soon the Russians were eating their own lead.
The SkS is more reliable on a daily basis as it's upkeep does not have to be perfect, and it will operate under any conditions, almost no matter what. It is shorter, lighter, and PARTS are easily found. It is important to keep spare parts in mind when deciding on a rifle for survivability intentions. Get an ammo can and store spare parts and stripper clips in it for your SKS.

While I'd love to have a Tok Rifle, I assume you are talking about the SVT-40, it's not what I'd reach for in SHTF.
SVT's have reliability issues and are high maintenance, or so I hear.

If you want 7.62x54r in a semi-auto, get a PSL/FPK.
Built on an AK style Receiver with AK reliability.
SOG has them for $595 or $695 w/scope.

I have a FPK Paratrooper model, 18" barrel".
These are very sweet rifles with some serious firepower.
