When a company like Emergency Essentials advertise wheat or grains, does this mean I would have to grind it myself?

Yep - also legumes (whole and unprocessed). If the grains have been processed, they would be flour, flakes, cracked (wheat), bulgur, multi-grain cereal mixtures (looks like chopped grains), etc.
You can use whole grains, such as wheat, in a lot of ways besides milled into flour, flakes, and chopped cereal. Don't know if you ever considered those uses?
