I'm not in Potter, but I'm very close; know the area well.
Have you ever been to north central PA?

I live in Texas now but I hunted Bear and Deer in Potter County in my youth. It is a BEAUTIFUL place! Big mountains, great hunting and fishing and good people.

Our best friend has a cabin there. I have not been there but we plan to go this next fall. He has been going there for 30 years and is still considered an outsider. I am more anti social but I'd still like to have some friends. I'm just wanting to know more about the area.

That feeling of being an "outsider" sometimes happens to folks who move to rural areas. I heard someone say that when I moved to Arkansas in the 80's - she'd been there for 18 years and still felt like an outsider.
However, I never felt that way. Maybe enough new people had moved in to change attitudes, or maybe I just got lucky with the folks I met.
One thing helps - go in with an attitude of learning the local ways rather than with bringing them "civilization!" Listen more and talk less - most country folks appreciate that and they also are sometimes put off by people who are too friendly at first. You'll be fine!

People are friendly here, you should have no trouble making friends.
I don't know what you're used to or exactly what you're lookin for, so I'm not sure what to tell you about Potter County.
There's lotsa forest land...a few farms, mostly in the northern 1/3 of the county. Few people. Lotsa hunting and seasonal camps. The most State Parks of any county in PA, eight (two are partially in other counties).
It's a neat place.
I'd be happy to answer any specific questions you may have.

I've been lurking here a while and had to join when I saw your post.
My Dad moved to Potter County many years ago. He loved it. We had gone there as children because my grand parents lived there in the Austin area. It was heaven on earth.
A few years ago we bought a little trailer in a camp ground. Not terribly private, but we get a taste of the beauty of the mountains and the stream.
Sadly, my dad passed away a year ago in November. He died in his log home. I still enjoy my trips north, but it isn't the same without him.
I have thought I would like to live there at some point in time. Not much to do to earn a living.
Just like most places, the people can be a bit wary of "transplants". Add to that the fact that I am a "flat lander" with a southern accent and I stand out like a sore thumb!! The folks have been nothing but kind to me. I'm sure the fact that I love the land and respect it and them also helps.
