Yes. This is a legitimate offer.

Basically, a Kansas town that needs more residents will give you a free building lot. All you have to do is build on it and live in it.

Some of these little towns have resorted to this to try and build the populations back up. You have certain conditions you have to meet. They have to be stick built homes, no trailers, and certain roof pitches, concrete slab or basement, etc. There are also other restrictions. Most of them also have an application process. It could be a great idea except that lots in some of those towns should be free anyway, since the lots in small towns don't sell too well or very often.

The locations of some of the towns are not where I would want to live. However, property taxes are fairly low in most of those towns, as well as the cost of living.

Also keep in mind that these are lots, not acreage. Most of those little towns have ordinances against any farm animals including chickens.
