Title says it all, with the increase in food prices I may get chickens. So who do I call/contact for the legality in this??

I wouldn't contact anyone. The less people who know about them the better. If they don't know, they can't complain.

Well I cut down some trees and met the zoning police.
One night heard a knock on the door at 2am, was greeted by two sheriffs about "domestic violence". And at 4am there was 6 officers about "domestic violence" with guns involved.
As much as I would like to go stealth I have a neighbor that cannot mind her business. I would hate to build a coop, raise chickens and have to get rid of them or secondly explain to animal control why I shot the neighbors dog(she lets her dogs run wild and they are not friendly and I have small kids) cause they went after my illegal chickens.

Check the town's website if they have one and you should be able to figure out what rules if any pertain to livestock in city limits.

First off. Do you live in town? Since the sheriff's deputies showed up at your front door, I assume not. Are you in a designated subdivision? If so, check out the covenants for your subdivision.
Call the sheriff's department about the loose dogs running on your property. Don't mention chickens but you can mention your children in this context. Really doesn't matter what they are after, they don't belong on your property. They will tell you what you can do about them. We sometimes have problems and have discovered that a bb shot in the posterior resolves the problem rather quickly.
If you wish to do it on the stealth, put in a coop and surround the visible parts with some sort of growing hedge(preferably edible). If you don't want to raise chicks, you don't need a rooster and that will cut down on the possibilty of the neighbor finding out.
Around here(rural north Mississippi), we ask "forgiveness not permission".

Travis if chickens pose a problem you might consider rabbits. They are cute and cuddly enough to still be considered (and passed off as) pets and a viable food source. Many of us on the forums raise rabbits for meat production so a quick couple of posts could put you well on the way to harvesting your own meat. I have children to so I can tell you the trick we use to get past the pets aren't food issue with our kids.

Plus rabbits don't make any noise, so if you keep them in a shed, nobody will even know you have them.

I live in town with houses all around me. What happened is the city moved to the "country" so we are whats called an urban growth boundry. We use city fire but use the county sheriffs not city cops. Cannot use the city library but everything else is the same sans the lower taxes I pay.
Looked at my city codes and I need a permit which seems easy enough to do.

What I find odd is the rule is from the mid 40's

O.o you mean I wont get eggs!?!?!? Dagnabbit that farmer saw us city folks coming didn't he? LOL Sometimes I REALLY want fresh eggs, but as said by another poster the rabbits are quiet. Our neighbors would throw a FIT if anything in our yard made noise.... :( So until we get to the country the rabbits is all we can have.
