I had pretty much the same problem a couple weeks ago, i shot two rabbits and a wood chuck, and the problem went away.

I had a woodchuck go down the row when we lived in wisconsin. He ate every single sweet pepper--or ruined them. Stopped at the jalapenos.

After that I put hot peppers in between sweet ones--it didn't happen again.

If the plant has been eaten down to the soil look for a mammal.

If it's just the leaves it could be an insect.

A woodchuck will decimate a row of beans in no time. Shoot it. Look for it sunning itself on a rock, sooner or later it'll want the spa treatment, then it's yours. No sense in replanting unless you plan to guard it every minute and use the row for bait. It will be back.

Agree that it is probably a ground hog. They have big appetites and eat a wide range of plants. Fencing or shooting is the best bet. Red pepper dust may deter them but you have to reapply after each rain.
