Is there any use to harvesting Lavender foliage?

I have a small herb garden out behind my small city house but I've never really gotten around to doing anything with the herbs. This year I wanted to change that.

I have a Lavender plant in particular that I wanted to harvest and dry, but it ended up only producing 3 or 4 flowers. If I were to dry the stalks and leaves, would they still have a nice scent?

The foliage is not as strong scented as the buds but it can still be used. The leaves can be eated in a salad, added to bath water, or sewn into a sachet or pillow.
