I heard on the news today that they have invented a new flashlight that uses LED's that are super bright and change colors as it pulsate. It is said to blind and will confuse a person to the point of getting sick then when the mind adjust to it the flashlight will changes it's pulse to confuse again. It will be issued to homeland security this next month. It never did say what would happen if a suspect wore sun glasses or the type of glasses that change with the brightness of the sun.

The bodies response to this is called "Flicker Vertigo" it is the brain's inability to properly process visual input when light is pulsated or blocked at a frequency of approximate 4 to 20 beats per second. This is an infrequent phenomenon helicopter and propeller driven aircraft pilots encounter.

This is a rather unpleasant condition to endure and can be overwhelming to some.
Having flown helicopter in the military for over 20 years I have encountered this a time or two.
