You can't add that one, it's a script, you can't run a script in your signature. It's a huge security risk, so don't expect the board to change to allow it.
Try this instead
Outstanding Public Debt
http://www.brillig.com/debt_clock/debtiv.gif
The number will change every time the page is reloaded, try it a few times you'll see.
the code is pretty simply,
[*color=Blue]Outstanding Public Debt[*/color]
[*img]http://www.brillig.com/debt_clock/debtiv.gif[*/img]
Of course take out the *'s
