Can I use an empty kitty litter bucket, with it's lid, as a home-made composter? I was wondering if I poke holes in the sides to let air in will it get hot enough to actually turn scraps into compost if I set it out in full sun? Should I paint it black so it will retain the heat better?

The sun has little to nothing to do composting.
I turn out 2-3,000 lbs of compost a year here in Alaska
with our short season.
The needs of compost are simple air, water, nitrogen (green) and carbon (brown).
Putting kitchen scrapes in a bucket with holes drilled in it ,will give you a bucket of swell that will attract flies.

Why not put those scraps between the rows in your garden and let them compost there?? It sure saves haveing to handle it several times!
I put all of my scraps in the area that will need fertilizer for next years plants and let them break down there. I then cover them with grass, leaves or what ever i have around at the time...
