I guess I missed the original post, but here is what I think.
It depends on what it is you are trying to accomplish. The 10 1/2 acres that I have has never been lived on. It was part of a larger piece of acreage that has been ignored for years, best I can tell. I used hand tools and a used riding mower to get an area cleared for us to move onto the property. I am trying to reclaim the property and get to a usable state. Even the small clear areas were overgrown. I have small trees, honeysuckle, wild roses, wild blackberries (do not produce much of a berry), poison oak and ivy, and other thorny and undesirable plants taking over this property.
So my main task for the tractor and implements at this time is to clean up and then be able to maintain the property. I have a good tiller that will take care of the gardening needs that I have time for at this point.

If I were going to be working more dirt or soil, I do think I would be interested in the tiller that is PTO driven for the tractor.

look at implement and determine what you are trying to accomplish then buy what you can afford to buy and maintain. Having a good place to store your implements is also something to consider. I prefer to at least have a pole type shelter to at least keep my implements out of the elements when they are not in use. You can always buy more later.

A lot depends on what you want to accomplish. I have a Ford 600 tractor with a 2 bottom plow, a beat up disk, a cultivator, a post hole digger and a blade. Also have a heavy duty cart for it. My dad sold the tiller that fit behind the tractor and ran off the PTO and i wish I had it. The tiller really made a nice seed bed and I could keep it up a bit if i just wanted to break up the soil to plant a food plot.

*2 wd or 4WD?? *(4Wd = MFWD) In a farm tractor with a tiller and NO loader, 2wd will be fine. *"If" you want a loader, get MFWD!!! *"If" you set on a compact, get MFWD! *Compacts are lighter and in MHO should have MFWD to get the power to the ground.

*Do NOT buy cheap, and don't buy a light duty tiller in any brand... *Forget Woods, Bushhog, Kingcutter ect...

*I'd buy a "used" *(around here for $100.00 or less) *spring tooth harrow.. (sometimes called a drag)

*I'd buy a used 3 point CREAP one bottom plow to make hills with. *NO i wouldn't use it to plow my field, it's only purpose would be to make hills.

*I'd buy a new Woods "Brush Bull" rotary cutter. *There are other brands, but i would NOT buy cheap!!! *Get it just wide enough to cover the tractor.... *6 foot should do it.

*That would get me going and it would be tools that would last me a VERY long time! (with good maintance)

*I'd still get a few odds and ends, but remember, this is what "I" could get and be happy with and i'm not YOU!

I want to edit in here, that when i say 45hp tractor, i'm talking PTO hp NOT the new yuppie tractor rateing that rates tractors by there "engine" hp... You need the hp on the PTO because your going to use the PTO to run the tiller and rotary cutter...
