The land was over grazed and this plant is choking out all my grasses.The livestock won't eat it.How do I get rid of this noxious plant without spraying herbicides?

There is a torching device that may work if you have a huge patch of it. You may want to consider digging some up by the roots and selling it. Pennroyal is a natural flea repelant and many dog owners plant it near kennels. You can also harvest and dry it to sell to people that use it when making homemade dog collars and beds.
