I made some potato soup today and my wife wondered about canning it. We ate the batch I made today however if we were to make a large batch, could we can it? I haven't gone to the extension office for a manual yet but here is the basic recipe.
Ham
Potato's
Milk
Water
Italian seasoning
chix boullion cubes
cilantro
parsley
grated parmesan
salt/white pepper
flour
carrots
Any info would be appreciated.

Oh, man! My Mom makes and cans a mean Potato Soup so, I'm positive it can be done. I'm still learning to can from my Mom and an aunt but I'll bet I can find a recipe for pressure-canned between the two of them. :)
What my Mom has made, though, has been no meat. Meant to be main-ingredient, I think. Awesome with steamed cabbage. Think Russian and rye bread. Yummy!
I've also sliced hotdogs into it over a boil and added it to Ramen Noodles. :o Just kidding. Not.

Yes it can be done: according to my old trusty Blue Book you should can for the amount of time needed to safely can the ingredient that requires the longest processing time. From your list of ingredients that would be the ham. Ball says to process at 10# for 1 hour for quarts of ham. If it were me I would process for about 1:15 just to be safe but that's just me.
****NOTE : THIS TIME AND PRESSURE IS ASSUMING THAT THE HAM YOU'RE USING IS A CURED CUT NOT A RAW CUT. IF IT IS RAW YOU''LL NEED TO PROCESS FOR 1:30 @10# FOR SAFETY. (I'd go 1:45)

Not to change the subject (Sorry MT), but is blue book the title of your book on canning? I have been wanting a good book on this subject. My gramma has canned her whole life and I plan on learning as much as I can from her in the time she has left, but I could use a good reference guide!

Yes it is called the "Ball Blue Book", and it is IMHO the "bible" (small b ;) )
If you google it you can surely find it in about 100 places for sale.

Ball Blue Book Canning Guide can be purchased at Wal-Mart next to the canning jars. Bought one just last week.
