Wind tower - what kind is this?

A long time ago, I posted about this tower, but didn't have pictures. I tried a sketch . . . but it wasn't very good!

How amazing is this: my brother saw the tower and took pictures! It's been removed now, we went together to find it and it was gone.

Anyone know anything about a tower like this? It was beautiful, so maybe it was just art!
