That text appeared after Oliver made the changes and set in the new rules - targeted at general and politics. If you look at people in threads, rather than the last 50 posts, you'll see it appears between the user name and their rating (master pontificator, senior member, etc.)

The General-Politics is a member group designation that allows members to post in General and in the bottom three boards.
