How about this,

All in one day each year, every citizen of proper age, will have to:

Vote for their representatives and such, as well as , proposed legislation and the like.

Volunteer their share of tax revenue. One flat rate, say 10%.

Qualify with their firearms, as to show civil defense capability.

A busy day , but can be done, and everyone can celebrate after words with a b b que or something like that.

Not bad right? Makes sense to me. IMHO
