Thank you for pointing out the discrepancy.
Some time ago we began allowing unlinked listings of personal websites and blogs in the signature line. Someone who shall remain unnamed forgot to update the Forum rules. That has been done for this issue and a few others.
The relevant section now reads:

Use of the Forum to promote other websites of any kind, including blogs and Forums, whether commercial or not, is prohibited. This includes links to website(s) in Forum posts designed to promote or drive traffic to the site(s) or to enhance search engine link ranking. This prohibition does not prevent posting a single link to news stories and the like on other sites.
- Members may post, in their signature line, the unlinked name and web address of their personal, non-commercial website or blog. Inclusion of Google or similar pay-per-click advertising does not constitute commercial use. Display of paid banner ads and/or text links and/or other paid advertising does constitute commercial use.
