If you are a Registered member (blue stars)
1. Upload your photo(s) to any of the many photo sharing websites.
2. Copy the image code provided for the photo you want to insert.
3. In the message in which you want to post the picture, click on the
Insert Image button:
If you do not have all the buttons shown in the sample above, your account is probably set not to show the toolbar or to show only the standard toolbar. All modern browsers can use the Enhanced (WYSIWYG) Editor Toolbar above provided javascript is enabled.
To enable it go to
Member CP >> Settings & Options >> Edit Options, scroll to the bottom to the
Miscellaneous Options and in the
Message Editor Interface section, select the
Enhanced Interface. Be sure to click on the
Save Changes button.
If you are a Confirmed member (green stars)
1. You can do as in [ 1 ] above or go to
Member CP >> Networking >> Pictures & Albums to create an album and upload pictures to it.
In either case, follow the instructions in 2 and 3, above.
Update: Tip of the hat to
oldnewtoniron, who found PIXresizer, a basic, but good, free program to resize pictures. Here is a link to the review and download on CNET:

Update: You can also upload your photo to the sharing/resizing site TinyPic:
http://tinypic.com/ PLEASE BE SURE to select "Message board (640 x 480)" as the resizing option. Once your photo has been uploaded and resized, copy the "IMG Code for Forums & Message Boards" and paste it into your post where you want to photo to appear.
2. To post a photo you have uploaded to your Forum Album, DO NOT use the photo insert button indicated above. You must copy and paste into your post the
BB code, NOT the URL code. The URL code is used with the insert button only when posting a photo from a location outside our Forum. See the graphic below.
