Default 12v stock tank de-icer

I need a way to keep a stock tank from freezing this winter. I have normal a/c power but it is in desperate need of update to be made reliable and I doubt that will happen before I have to worry about ice. I have seen the 12v water heater elements from Missouri wind and and solar and have thought about putting together a similar setup. Can someone help me through the logistics? I need a panel, charge controller, at least one battery, and the element. Anything else? I like the idea of a thermostat because it only needs to be ice free and not a cow bathtub. Does anyone have insight into this setup. Worked with it? Downfalls? Thanks
