Default Homemade water well windmill

I found a picture of an interesting windmill to power a manual water well pump.

Page 2 of the .pdf has a homemade windmill constructed from a barrel, wood poles, and what looks like an automobile rear axle. It powers a hand pump for a water well.

I've seen a wind turbine built using a barrel, but not one to power a water well pump.
We might be interested in building such a thing. And we could enclose the lower part to protect the pump from freezing.
I don't know how the speed could be governed, though, to keep it from spinning too fast.

Many years ago my brother made a windmill out of two 55 gallon drums, split lengthwise. He used it to power a pump, to pump water into his pond where he use to live.

My friend copied the design, and made one to run a small air pump to put air into his pond in the winter. It kept the ice from getting too thick in the winter, so he didn't loose all of his fish.
