{"id":3625,"date":"2016-03-21T08:48:06","date_gmt":"2016-03-21T12:48:06","guid":{"rendered":"http:\/\/backwoodshome.com\/blogs\/MassadAyoob\/?p=3625"},"modified":"2016-03-21T08:48:06","modified_gmt":"2016-03-21T12:48:06","slug":"the-perf-30-and-police-use-of-force-part-i","status":"publish","type":"post","link":"https:\/\/www.backwoodshome.com\/blogs\/MassadAyoob\/the-perf-30-and-police-use-of-force-part-i\/","title":{"rendered":"THE PERF 30 AND POLICE USE OF FORCE, Part I"},"content":{"rendered":"<p>In a recent blog entry I spoke of <a href=\"http:\/\/www.policeforum.org\/\" target=\"_blank\">PERF<\/a>, the Police Executive Research Forum, and its 30-point recommendation for what some have called \u201cpolice reform\u201d in regard to use of force. In the reader commentary, I was asked for more specifics, and as usual I said, let\u2019s wait for more info.<\/p>\n<p>We have that now.\u00a0 It\u2019s time.<\/p>\n<p>For more than the last decade I\u2019ve chaired the Panel of Experts on Firearms and Deadly Force Training for <a href=\"https:\/\/ileeta.org\/\" target=\"_blank\">ILEETA<\/a>, the International Law Enforcement Educators and Trainers Association, where I\u2019ve also served on the Advisory Board since the organization\u2019s inception. Prior to that, for some years I ran a similar panel for ASLET, the American Society of Law Enforcement Trainers, where I proudly served for 19 years as chair of the firearms\/deadly force training committee, and also spent several years on that organization\u2019s ethics committee.<\/p>\n<p>For perspective, I believe I\u2019m the only staff writer on <em>Backwoods Home <\/em>who has worked in law enforcement, which has made me sort of the \u201cresident cop\u201d for that particular organization.<\/p>\n<p><em>Let me make it clear now that I speak <strong>only my own personal opinions <\/strong>in this blog entry and the ones that will follow, and not for any of the above-named organizations, nor for the police department I currently serve, and have proudly served for more than a quarter of a century.<\/em><\/p>\n<p>The \u201cPERF 30\u201d has had a profound impact on law enforcement training and management since it came out a short time ago.\u00a0 Having spent most of a week with some 800 police trainers from around the nation and the world, I\u2019ve seen that impact.\u00a0 When I ran this week\u2019s Panel of Experts at ILEETA, we began the discussion with the PERF 30, and for the first time in all these years, we never got past that first point of discussion with the Panel and its many attendees.<\/p>\n<p>There was much to discuss there, obviously, and just as obviously, much to discuss here.\u00a0 Let me say now that I agree with about two-thirds of PERF\u2019s recommendations, and one in particular.\u00a0 In coming discussions we\u2019ll look at \u201cThe Good, The Bad, and the Ugly.\u201d\u00a0 If you regularly read this blog, you know that one tenet here is the importance of having all the information from both sides before \u201ccoming to a verdict.\u201d<\/p>\n<p>Let\u2019s start with a review of <a href=\"http:\/\/www.policeforum.org\/assets\/30%20guiding%20principles.pdf\" target=\"_blank\">PERF\u2019s 30 recommended policy changes<\/a>.<\/p>\n<p>Please review that.<\/p>\n<p>Please feel free to comment here.<\/p>\n<p>&nbsp;<\/p>\n<p>Back to you soon with my own commentary\u2026which may take awhile.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In a recent blog entry I spoke of PERF, the Police Executive Research Forum, and its 30-point recommendation for what some have called \u201cpolice reform\u201d in regard to use of force.
